Sheremetyevo Airport Presents Proposals toВ Aviation Leaders onВ the Strengthening ofВ Russian Airport Investment Potential
Sheremetyevo Airport is participating in the Second International Civil Aviation Leaders Strategy Forum to be held today, June 27th, 2014, in Moscow. Igor Yuganson, Advisor of the General Director of Sheremetyevo Airport, delivered a speech at the session entitled “Contemporary Issues in the Strategic Development of Airports and Fuelling Enterprise”
In his speech, on the topic of “Improvement of Airport Operation Economic Mechanisms and Strengthening Airport Investment Potential”, Mr. Yganson noted the necessity for improving the legal framework regulating airport operators’ economic activity, as well as a strengthening of the role of the main airport operators. He particularly emphasized the necessity for providing the main airport operator with exclusive rights to perform certain activities which become a basis for concessional relations between the airport operator and companies carrying out non-aviation activity. This enables for an efficient accumulation of funds by the main operator which can be spent on airport development.
According to Igor Yuganson, it is necessary to legally regulate issues related to the main operator’s management and coordination of business activities performed in the airport’s adjoining areas, such as the surrounding grounds and buffer zone of the airport.
Mr. Yuganson also suggested the necessity to change the approach for setting airport fee rates, including a provision for airports’ to have flexibility in the differentiation of rates which consider the specifics of air carriers and aircrafts that would both be consistent with international practice and would also lead to increase in the airport activities’ investment potential.
“The investment potential of a company makes it grow rapidly and enables for efficient fund raising. For example, we established two joint ventures with the participation of our strategic partner, TPS AVIA HOLDING. This was necessary for project implementation towards the development of the northern sector and of the airport as a whole,” — Mr. Yuganson said.
The Northern Terminal Complex is set as a strategic area of development for Sheremetyevo Airport, envisioned as key in airport’s master plan until 2030. The capacity of the Northern Terminal Complex will amount to approximately 40,000,000 passengers a year. The first stage of the new complex (accommodating 15,000,000 passengers a year, with an area of 100,000 square meters) will be located in Terminal B. Completion of the underground tunnel and of new construction in Terminal B is planned simultaneously with the completion, and commissioning of, the third runway (runway-3). Projects are to be implemented by the time of the FIFA World Cup to be held in Russia in 2018.
The new terminal toВ beВ constructed inВ the northern zone will ensure for passenger traffic growth ofВ upВ toВ 53,000,000 commuters byВ 2023 without compromising the high level ofВ quality inВ provided services, also enabling Sheremetyevo toВ remain aВ significant international hub.
The inter-terminal connector (tunnel) will connect the southern and northern sectors ofВ Sheremetyevo Airport and eliminate restrictions inВ airport development. The tunnel will beВ used for passengers and baggage delivery, including their transit. The tunnel will also enable for the re-direction ofВ passenger flow between the Northern and Southern terminal complexes, leading toВ increases inВ the quality ofВ airline and passenger service.
The tunnel capacity will accommodate the entire transfer passenger flow existing between the Southern and Northern terminal complexes. The terminal-to-terminal passenger service will significantly reduce connection time, and increase the speed ofВ passenger transfer between terminals many times over; the luggage tunnel will reduce the amount ofВ time needed for luggage forwarding between the terminals, and will enable for the creation ofВ aВ uniform integrated luggage system. The improved inter-terminal logistics will make the airport even more attractive for airlines and passengers.
